In 2004, Israel and the German federal state of North Rhine-Westphalia agreed to intensify co-operation in the areas of higher education, research and the transfer of technology. Within this framework, a short-term scholarship programme for qualified students from Israel was established. During his visit in Israel in June 2008 Minister President Dr. Juergen Ruettgers has extended the duration of the programme (originally intended to run from 2004 to 2008) until now.
The programme offers the opportunity to undertake studies and research in North Rhine-Westphalia. Therefore, scholars are actively involved in the university's research teams, and they will be able to take an active role in project group activities.
In the beginning, the programme was run by the Science Center North Rhine-Westphalia (Wissenschaftszentrum Nordrhein-Westfalen). Since 2008, the Heinrich-Heine-University is responsible for the organisation of the programme.
