The Law / Intellectual Property / Medical Law degree programme is only suitable for applicants who understand complex German texts. Irrespective of this fact you will find the description of the programme below.

The optional advanced Masters in Medical Law at Heinrich Heine University is geared both to graduates and to legal practitioners, in particular to lawyers and employees in public health departments, insurance companies, representative bodies and associations.

Entry/Admission requirements

The admission requirement for the advanced Masters in Medical Law is completion of the First State Exam in Law with a minimum final grade of ‘satisfactory’. Other German and foreign qualifications are recognised if they are comparable to the First State Exam in Law.

Applications who have completed the First State Exam in Law but who do not fulfil the above conditions may also be admitted if they have obtained a doctorate with a minimum distinction of ‘cum laude’ or if they have completed the Second State Exam in Law with a minimum grade of ‘satisfactory’.

Another prerequisite is practical professional experience.

Course fees

The course is subject to a fee (EUR 3,000 per semester). For those on a low income (e.g. legal clerks), the fee is reduced to EUR 2,000 per semester.
A once-off early bird discount of EUR 500 is granted for applications for the winter semester that are received up until 30 June. A discount of EUR 250 is granted for applications received up until 31 July.
A once-off early bird discount of EUR 500 is granted for applications for the summer semester that are received up until 31 December. A discount of EUR 250 is granted for applications received up until 31 January.

Programme content

The curriculum – which goes far beyond what is required by Sec. 14b of the FAO (“Fachanwaltsordnung”: German Specialist Lawyer’s Ordinance) for the awarding of the title “Specialist lawyer for medical law” in terms of the theoretical knowledge taught – includes subjects such as medical liability, medical criminal law, in-patient care, medical professional law and public and private health insurance law.

The lecture timetable is designed to meet the needs of working professionals.

Semester 1

Module A:

  • Legal relationship between doctor and patient
  • In-patient care
  • Fundamentals of hospital law
  • Medical liability and special aspects of litigation
  • Introduction to the fundamentals of medicine
  • Constitutional law references in medical law
  • Guardianship law

Module B:

  • Contractual and company law for healthcare professionals
  • Hospital law
  • Tax law
  • Medical criminal law and specialisation

Semester 2

Module C:

  • Law of public and private health insurers and fundamentals of nursing care insurance, social welfare court proceedings
  • Medical professional law

Module D:

  • Fundamentals of ethics in medicine
  • Medicinal product and pharmacy law
  • Medical professional law
  • The panel doctor remuneration system
  • Public health service
  • Medical products law

Semester 3

Module S:

  • Tutorials on current topics in medical law

Module M:

  • Master’s thesis 

The events are carried out as weekly lectures that generally take place on Friday evenings and on Saturdays in order to allow working professionals to also attend.

Modules A to D have a minimum scope of approximately 5 semester hours. Students must complete each module in order to finish the programme successfully. Students must also complete a four-week internship in a medical law field (Module P). These can be completed for example in law firms that specialise in medical law, in-house legal counsel for pharmaceutical companies, public health departments or doctors’ associations.

Students who commence the programme with the summer semester start with Modules C and D, followed by A and B. The course “Introduction to the fundamentals of medicine” is also offered at the beginning of the summer semester.

Programme objectives/Career prospects

Our medical law programme is unique in Germany in that is it geared exclusively to legal practitioners. The applied nature of the LL.M. Programme means that graduates acquire extensive professional knowledge and specific professional skills that allow them to meet the requirements for a legal practitioner in the field of medical law.
