New award procedure for subjects with local admission restrictions
A new University Admissions Act (Hochschulzulassungsgesetz – HZG) entered into force in NRW in November 2019. This Act regulates the award of study places in subjects with admission restrictions (local admission restrictions procedure – “ONC”) and applied at HHU for the first time in the winter semester 2021/22.
At Heinrich Heine University, the study places in the award procedure for subjects with local admission restrictions are awarded in the two main quotas “top performers in the Abitur school-leaving qualification” (20%) and “university selection procedure” (80%) after the places in the advance quotas have been filled (applicants from non-EU countries, applicants for a second degree, elite athletes, under-age applicants, hardship cases).

In this quota (20%), the study places are awarded solely on the basis of the Abitur average grade.
The 20% quota, in which places were previously awarded solely on the basis of the waiting period, has been eliminated.
In the university selection procedure (for short: ADH, 80%), study places are first awarded to a small quota (3.1%) for applicants with professional qualifications. Two further sub-quotas are then applied: around 20% of the ADH places are also awarded solely on the basis of the Abitur average grade. The remaining places are then awarded on the basis of the criteria Abitur average grade and waiting period. The score calculated from these two criteria is then decisive for admission. Important note: A maximum of 7 waiting period semesters will be credited.
Example:
Calculation of the score: The university entrance qualification score and the waiting period score are added together
1) University entrance qualification score
University entrance qualification points = (-20) x university entrance qualification grade + 100
The Abitur grade is multiplied by 20 and this figure is subtracted from 100.
2) Waiting period score
Waiting period points = 3 x min. (number of waiting period semesters, 7) – 1
Waiting period of less than 7: The number of waiting period semesters is multiplied by 3. 1 is then subtracted from the total.
Waiting period of 7 or more semesters: 20 points are then always awarded
Examples:
a) Abitur grade 2.1/no waiting period
University entrance qualification: 58 points
Points for the award procedure: 58
b) Abitur grade 2.5/2 waiting period semesters
University entrance qualification: 50 points
Waiting period: 5 points
Points for the award procedure: 55
Every semester after acquiring your university entrance qualification in which you are not enrolled at a German university is counted as a waiting period semester. All state universities and universities of applied sciences, as well as state-accredited private universities count as universities here. There is no waiting list that you can join. The waiting period semesters are calculated on the basis of the information you provide during the application process.
